How about Joss Ackland (British character actor: Hunt for Red October, Lethal Weapon 2, Hitler: The Last Ten Days, and many more)? He creates really interesting evil guys. He can be just like a nasty lizard! Although he's a tad old (in his early seventies I think) he would make a worthy adversary for Indy; and he could employ lots of henchmen! Fall Guy
