Yes the Thompson Submachine guns was purchased and used extensively by Police Departments throught the east. Especialy those who had had problems in the twenties and early thirty's from alchohol selling and bank robbing gangsters. The NYPD was one of the first to purchase them, and helped General Thompson to get the attention of the military.
