What people do and what people think they would do is usually totally different. And movies aren't like real-life. So you did the right thing.
Shouting obviously scared them off. But if you had attempted to tackle them, things might have turned out a lot worse.
Actually, the story sounds more like something from Scooby Doo!
Then after calling them, the police would arrive and come in holding a guy by the shoulder. Then you would get to pull the mask off of the culprit, who would then say:
"Yeah! And I would've gotten away with it too, if it wasn't for you pesky kids!! Bah!".
Then you would have yourself a big scooby snack and go back to your bed!
Zzzz!
Actually, it does sound like a rather hair-raising experience. Glad it wasn't me and that you came out of it unharmed!
Remember, trust no-one. (By the way, after that line appearing in Last Crusade (Donovan to Indy), the X-Files shouldn't get away with ripping it off!!)
