A question about Toht...

I was thinking about Toht in "Raiders" and I'm unclear about his motivation and his official job description.
He's clearly a sadist but is he some kind of Nazi agent? If so what kind? I don't think he's an SS officer.
If he's some kinda Nazi James Bond he's not very good at it. Too ugly to seduce women and too wimpy to fight men.

I question his motives because he laughs his ass off when it looks like the Ark holds only sand. So his dedication to Hitler's mission seems shaky. He's not a loyal soldier following orders like Dietrich and he doesn't want the Ark for himself like Belloq.

So what's his story? Anybody out there know?
