DrHose is right about the whip, but what is that thing hanging from the jacket over your buttox?

but I have a question. What is that big long thing that appears to run up the whole length of your back (underneath your coat) and hangs out over your buttocks?

Just a question, maybe I am just to tired and can't think staight enought to figure it out.
