Kate, the Academy membership is a very selective, exclusive group. To qualify for membership, one needs to
1. Have been nominated for an Academy Award, or
2. Have a significant body of work, or
3. Made a significant contribution to motion pictures, with proper references.
It's not so much a quoata, as it is approval by the Academy Board of Governors. It is NOT a public forum, nor is it composed of people within the press (i.e: film critics).
I know all this because I've written membership applications myself for several people. Hope that this was informative.
