I may be making a giant leap here (and I depend on you guys to call me on it if I am) but from what little we see of the Hovitos in "Raiders" I gather that they are somewhat primitive. I base this on the fact that they worship a little golden idol and they are easily duped by Belloq. If so, how did they construct the temple that holds the fertility God? Just that light-triggered spear thing seems beyond their technology. Not to mention the tiles in the floor that cause darts to shoot from the wall. The whole thing is a construct of a very advanced civilization and appears to be too complex for these half-naked primitives.
