The publishing world is a brutal place. If you don't have the money to explore self-publishing options, or you just really want to be a professional (as in gets paid to) writer, and you have comleted a manuscript, the most important connection you can make will be a good literary agent. DO NOT use a fee-chargin agent, or a service that will host your query for money. There are a lot of unscrupulous types out there who know that a writer and his money are soon parted.
A good internet directory to help find a literary agency is Writers.net (link below) Even then, you will have to work hard to get their attention. A good proposal or query letter is esential to getting an agent to look at your manuscript. I am an associate editor at an agency, and that is definitely what makes me decide whether or not I want to see more. If your letter is sloppy, or conversely too cocky, you probably won't get asked back.
Of course, what you write had better be good too.
