Don't forget that this is a movie, and not a correct history book or somethink like that; this is just a film-trick: We all know that Belloq is meaned - We identify with Indy =) Indy knows who is meant. To the spelling: I think also he's spelled BELLOQ, cause he's a Frenchman and they have this syllable.
