Fate of Atlantis - Balloon Help?

I'm playing the old DOS India Jones and the Fate of Atlantis game, and I'm really stuck trying to control the balloon to get it to go & land where I want. Can anyone help? With the changes in direction with every change in ballast, I'm lost and ready to quit.
