IJIM Level 3

Need some help on level 3. After collecting all the candles and placing them in the candle holder and Indy says "Pray to the Four winds" How do I get the bridge to come across the water? I see the windmill on the other side and it looks like it makes the bridge come across but I'm stuck. What do I do next?
