The most obvious answer is that Lucas is a money grabbing S.O.B.
You release a bare bones VHS. Then you release a VHS version with extras. Then you do the same with the DVD a few years later. Then, depending if you feel like it, you make a special edition and chip away at your films until you take away the things that gave them some bite. Original scene: Big guy displays his sword in menacing fashion. WIndy draws gun and shoots him. Everybody laughs. Revised scene: George Lucas has his computer technicians insert gun in baddies hand, so he fires first. Whew, now its family friendly.
