How could you possibly leave lao che off the list? He's a duplicitous slime, and so are his kids. He's not the most evil though.

Even though he makes only a brief appearance, the "Man at the Rally" is the true villain of Raiders and the Last Crusade, and gets my vote for most evil Indy villain.
