Sno Seal makes boots franky SCARE water away. But it's pretty tacky and waxy and sucks up a lot of dust and grime, which is Ok for boots that live hard on the wet ground, but not so hot for clothing higher up.
I recommend it hugely for hiking boots (heck LL bean used to ship a small sample with their Bean Boots) but I'd think twice about using it on a jacket. For reference, smear some Vaseline on a window and see what dust it attracts in a week. ;-)
