In the military, when in combat, you might ask for mortar support. Occaisionally, for whatever reason (operator error, a defective mortar shell, an obstruction in the barrel of the mortar tube, etc.) a mortar round might fall short of the targeted area (and, since the mortar tube is probably behind you, you stand a good chance of being at or near where it falls). This is called, in the parlance of combat, a "short round."
Also, many calibers of ammunition will have counterparts manufactured by more than one country or bloc of allies, for instance, 9mm Parabellum (or 9mm NATO) vs. 9mm Kurz ("9mm Short," in German, I believe). Sometimes the ammunition which has the shorter case is called the short round to distinguish it from its larger brethren.
