Patterson is THE MAN when it comes to these details. He will have the best answer. I can't stand TOD. I don't have the movie and when I have watched it, I have to fast forward through most of the movie. Having said that, I do have some very cool pics (thanks to Chris King) of Noel Howard's TOD jacket that was used in the film. From what I can see, there is no elastic or gathering. See for yourself:
