I do not know if there was an actual treaty by this name, but that is probably what it means. Indy obviously didn't pay much attention to the treaty!

Well, Indy was just wanting to get the idol back from Belloq. This statement made Marcus nervous, as people from Army Intel were looking him up, and Marcus was just testing to make sure Indy was keeping his name (relatively) clean.
