I think it's that, to have the pleats laying WIDE open as Wested's do, just makes the jacket look cheap and inauthentic to the film version. A pleat, and a gusset, are intended to allow extra room when needed and fold back up when not needed to give a more tailored fit. If they're just going to sag open all the time then there's no point to them. Just a make a baggy jacket that has plenty of room all the time. Just my humble, "casually speaking for everyone" analysis.
