A royalty would imply a copyright or some other registered proprietary right. Legally, the Indy IP is a Lucasfilm property, and any licensing would be theirs. But the fact remains that it was her job to design the costumes, and she has claimed them to be hers - so I've been told - though "hers" as she created in the employ of Lucasfilm Ltd.
