Depending on State laws, there are fees which the dealers are charged by the State for processing a sale. The 10% goes to cover these charges, along with paperwork, mailings to the shipper's FFL, etc. I am very lucky to have a dealer who will work that well with me. He also keeps a lookout for black powder pistols which I might want.
