In the chamber where you first "kill" Marduk, you charge your whip. Then you find the doorways that line the chamber...two go up to the "balcony" for that chamber, the other two seem to end in dead ends....but are actually doors. If you glance to the right or left of whichever door you're by, you'll see a small globe. Whip this, and the door will open, allowing you to enter the corridors about the main chamber, which will, in turn, allow you to access the cones where you can float to the bottom chamber.
