It means Capacitance Electronic Disc, most people call them VideoDiscs. They were put out by RCA in the early eighties, and are basically just a format that never really took off- so RCA discontinued them. It might make an interesting collectible, but won't play in a DVD player (it's about the size of an old vinyl album anyway).
