Two suspicious newspaper readers in Crusade

Quick question:

When Indy gets the tickets for the Zeppelin and finds his dad. There are two other men reading papers. Anyone know the significance of them? Are they hidden cameos/appearances?

They're in the shot for a while and they do look pretty conspicuous due to their attempt to hide behind their papers. (George and Steve perhaps?)
