I'll only add this clarification:
Tacking is a pinpoint grouping of stitches. It's to provide a sturdy anchor without detracting from the overall appearance of the ribbon. Tacking on a ribbon is generally done every 3.5 to 4 inches. It doesn't take many stitches to tack. Before you do so, I would suggest looking at some hats up close to see the workmanship. You're more likely to overdo it.
