To a degree - Lucasfilm owns the intellectual copyright on Indiana Jones, Paramount controls the releasing rights. Place blame only where it is deserved.
Your Lucasarts argument? Lucasarts is a division of Lucasfilm that contrives their games on their own; Lucas doesn't come up with the ideas. Star Wars is rooted in fantasy, which means more room to play with and more opporunity for games.
You wanna talk two-faced? Ten bucks says if "Raiders" was released tomorrow you'd be in line, giving "Lucas" even more money.
