From his address RAND-UNIX, I assume he worked for the RAND Corporation. According to Bruce Sterling (see link), it was "America's foremost Cold War think-tank" Although I think by 1981 many universities were also connected. Email had been around for a while, and the USENET newsgroups had just begun.
