I forget if I saw this in an Indy adaption comic or in the novelization of the movie, but as (or before) Indy makes the "ah, Venice" comment, he sees a couple of fascists beating and kicking a man, presumably a Jew, on the ground. Indy was about to intervene, but Marcus held him back; reminding him that Mussolini was the law at the time.
Indy then laments as to when the good guys are going to stand up to the Nazis and fascists.
Foreshadowing, I suppose.
