Strap??

What exactly are you refering to, Indy couldn't get around the strap because:

1. Vogel was bashing at him with the shovel.
2. He was pinned in between the tank and the rock-face and couldn't move the strap around the barrel.

The reason he was able to get back up on the tank and untangle himself:

1. Vogel had stopped trying to hit him to tell the driver to push into the cliff - then fell over after the driver was shot and turned the tank abrubtly.
2. When the tank turned there was enough room for him to manuever around the barrel.
