You are correct in stating the Steven Spielberg brought about the PG-13 rating. It was Indiana Jones and the Temple of Doom that brought about the chnage in the rating boards. It took a while to get the rating approved by the rating board people, and Speilberg did cut some scenes from TOD, and thusly it was given the PG rating; as the PG-13 rating was now in the works. It did not get the PG-13 rating because the rating still did not exist at the time.
