A chicago screw is nothing like a Philadelphia lay. Anyways. It's a screw with a flat head slot, that fits into the nut, which is similarly shaped, with no slot. You can see examples in the following link:
The look similar to the rivets on Noel's bag (but not countersunk), and can be unscrewed to remove the strap.
