I have suffered at the hands of local letter carriers myself. It's no good yelling at them, I've found. But I've always had very good luck when I "calmly" discuss things with my local postmaster. Of course, I did a lot of sighing and balling my fists (more out of anger than out of any desire to intimidate him...). You have a serious complaint with the guy, and speaking up is probably the only course of action that will help. I've found that the squeaky wheel gets the grease!
